Nur Baikeli: Since the 18th National Congress of the Communist Party of China, the national energy system has deeply promoted the revolution of energy production and consumption, and remarkable achievements and profound changes have taken place in the cause of energy. The main manifestations are: significant changes have been made in the quality of energy supply; hydropower, wind power, solar power installation and nuclear power are the first in the world in scale of construction; major transformation of energy consumption structure; and coal consumption. The proportion of fees has dropped by 8.5 percentage points, and the proportion of clean energy consumption has increased significantly; major achievements have been made in energy science and technology innovation, and many independent key technologies have leaped to the leading international level; significant changes have been made in the way of energy governance; remarkable results have been achieved in the reform of "release and control" and international cooperation in energy has had a significant impact. At the same time, the environmental situation facing China's energy development is also undergoing profound changes, and the uncertainties affecting energy development are more than ever before. The main contradiction of China's energy development has changed from ensuring supply to better satisfying the growing needs of the people for better living and energy use, and accelerated the transformation from "available" to "affordable" and "well used". Nur Berkeley: Building a clean, low-carbon, safe and efficient energy system is an inevitable requirement for building a modern economic system and achieving sustained and healthy economic and social development. It is also a fundamental way to follow the laws of energy development and solve the main contradictions in China's energy development.

 

In terms of work practice, six major projects should be implemented:

1. Implement the sustainable development project of non-fossil energy, actively develop hydropower, wind power, solar power and biomass power generation, develop nuclear power safely and efficiently, and make great efforts to solve the problem of clean energy absorption.

2. Implementing clean and efficient development and utilization of fossil energy, speeding up the construction of natural gas production, supply, storage and marketing system, actively and steadily reducing coal and coal power production capacity, scientifically promoting the green and efficient development and utilization of coal, and continuously promoting the upgrading of oil quality.

3. Implement energy infrastructure construction projects and actively promote cross-provincial and cross-regional transmission channels, oil and gas pipeline networks, LNG receiving stations and other projects.

4. Implement the energy system mending board project, accelerate the construction of a number of natural gas storage and peak shaving facilities, actively promote coal-fired power participation in peak shaving flexibility transformation, and firmly promote the construction of pumped storage power stations and energy storage projects.

Five, implement the energy reform and innovation project, deepen the reform of the power and oil and gas system and mechanism, vigorously promote energy technology innovation, and actively promote the construction of "Internet +" smart energy, multi energy complementarity, and new energy micro grid.
